The Perpignan office
The firm opened its Perpignan office in 2021. It does not sit near the law courts but south of the city, in the Tecnosud business park, where the companies we meet are based: appointments there are made in advance, about business matters, not in passing between hearings.
Me Jérôme Pujol is admitted to the Pyrénées-Orientales Bar and to the ParisBar. It is that dual admission that defines the office: the resources of a Paris business law firm — an ESSEC master's degree, a spell with Gide Loyrette Nouel, admission to the Bar in 2000 — applied locally, for businesses that should not have to go up to Paris in order to be properly represented. The economic fabric of the département produces recognisable files.
Trading and logistics. Saint-Charles International, south of Perpignan, is Europe's leading platform for fresh fruit and vegetables: more than 150 trading, transport and logistics businesses across around 80 hectares, 1.8 million tonnes a year. In practice: long contractual chains, acceptance disputes over perishable goods, abrupt terminations of established commercial relations (art. L. 442-1, II of the French Commercial Code) and unpaid invoices that spread from one link to the next. All of it is decided before the dispute, by making your terms of sale and your transport contracts safe.
Wine growing and food production. Côtes du Roussillon, Banyuls, Maury, Rivesaltes: a vineyard of appellations, and therefore of registered rights and specifications, and family estates reaching the age of handing over and of its tax cost. In 2021 we advised the shareholders of a wine tourism company on a fundraising round (amount confidential).

One procedural point, finally: Perpignan is not one of the twelve courts converted into a tribunal des activités économiques, an economic activities court, on 1 January 2025 (Decree no. 2024-674 of 3 July 2024). It is the tribunal de commerce of Perpignan, the French commercial court, that remains competent for your proceedings, insolvency proceedings included — your deadlines are counted from here.

Perpignan-Barcelona: a border, not a limit
Thirty kilometres separate Perpignan from Le Perthus. The crossing from the A9 onto the AP-7 sees in the order of 10,000 lorries a day, and a direct train reaches Barcelona in about 1 hr 20through the Perthus tunnel. For a business in the Pyrénées-Orientales, a Spanish customer or supplier is not an “export project”: it is an ordinary counterparty, often contracted with without anyone having checked the applicable law or the court having jurisdiction.
The bill arrives with the first incident. Which court has jurisdiction, and the recognition of the judgment, are governed by Regulation (EU) no. 1215/2012, known as Brussels I recast; an undisputed unpaid debt may be pursued through the European order for payment procedure (Regulation (EC) no. 1896/2006). Two instruments that settle a great deal — provided the clause signed two years earlier has not neutralised them. That is what our Catalan office is there for.
What we handle — and what we do not
This is a business law firm. We act for companies, their directors and their shareholders: corporate law, contracts, unpaid invoices and insolvency proceedings, unfair competition, intellectual property, personal data, business tax.
We do not handle divorce or family law, criminal law, immigration law, or employment tribunal claims on the employee's side, and we do not act under aide juridictionnelle, the French legal aid scheme. Our areas of practice in Perpignan
The seven areas are practised identically from all three offices. Three account for most of the files opened from Perpignan: debt recovery and insolvency, because seasonality and local subcontracting chains produce unpaid invoices in series; commercial contracts, because a badly framed trading relationship is paid for at the first incident; and wealth and tax, because handing over a family business is a generational subject here. That depends first on what your contract says. Absent a valid clause, jurisdiction is determined under Regulation (EU) no. 1215/2012 (Brussels I recast) — in principle before the courts of the defendant's domicile, with specific rules for the sale of goods and the supply of services. For an undisputed debt, the European order for payment procedure (Regulation (EC) no. 1896/2006) often avoids a trial altogether.
Sometimes, but the timetable is strict: the claim must be filed within two months of publication of the opening judgment in the BODACC, the French official bulletin of civil and commercial announcements. A retention of title clause, a guarantee or security taken beforehand change everything at this stage. The first thing to do is to check the date of publication, then file the claim within the deadline.
Because the profession's rules forbid it: a lawyer may not publish reviews or ratings, cite results obtained, or present themselves as “the best” (RIN art. 10, Decree no. 2005-790).
